Funding envelope & national-scale planning

Scholanet's UGX 1,000,000,000 initial mobilisation target is the first tranche toward platform development, early deployment, onboarding and programme preparation. The indicative five-year national-scale investment envelope is UGX 250–350 billion, with UGX 300 billion as the central planning scenario. This is a provisional planning envelope subject to detailed costing, procurement, partnerships and deployment sequencing — not a committed or received amount.

Stage 1 — Build

UGX 15–25B

Production platform, security, integrations, content and deployment preparation.

Stage 2 — National Deployment

UGX 100–180B

Large-scale onboarding, regional operations, connectivity and digital inclusion.

Stage 3 — Maximum National Ecosystem

UGX 250–350B

Full national-scale programme across technology, people, content, access, operations and impact.

Pledged, committed, received and spent are not the same figure.

These amounts must be kept visibly separate on any public dashboard. Scholarship and beneficiary funds must also be kept separate from technology and commercial transactions. Live raised/received figures must be connected to the authorised funding ledger before publication.

Scholanet Foundation — future initiative

A planned future initiative is intended to provide a dedicated framework for mobilising and directing support toward scholarships, vulnerable learners, dropout prevention, girls' education and other approved education-support programmes. This is a future initiative and is not presented as an established legal entity until formally registered and operational.

Do not publish an unsupported funding target.

Any amount shown publicly should be tied to a defined programme, budget, scope, timeline and use-of-funds explanation. Until then, invite partnership discussions rather than presenting a fixed fundraising figure as fact.
